The Canadian PressA complex trial involving a novel claim to a large swath of Lake Huron lake bed and allegations of broken promises is set to kick off in Toronto today.The trial pits the Saugeen Ojibway Nation against the federal and Ontario governments.The two nations who make up the Saugeen Ojibway Nation launched their claims about two decades ago.They say their traditional territory includes what is now the Bruce Peninsula and lands south stretching from Goderich, Ont., to Collingwood, Ont.The territory, they assert, includes most of the waters of Georgian Bay and Lake Huron.The case will likely take years to wind its way through the court system.“We’re working on the schedule,” lawyer Cathy Guirguis, who represents the Saugeen Ojibway Nation, said in an interview on Wednesday. “What’s been requested of the court is over 200 days.”Essentially, two separate claims by the Saugeen Ojibway Nation, known as SON, against Ottawa and Ontario are in play.The first, which appears to be unprecedented in Canada, involves recognition of Aboriginal title to land underwater that forms part of the Indigenous groups’ traditional homelands that weren’t surrendered by treaty.As far as she knows, Guirguis said, the courts have never ruled on title to lakes.Chief Lester Anoquot of Saugeen First Nation said the issues at stake are of profound importance.“This trial is not only a watershed moment for SON seeking recognition of our rights, but also for Indigenous peoples and Indigenous rights across Canada,” Anoquot said in a statement.“This is about legally recognizing how integral our waters are to us as Anishinaabe people, and how the relationship we have with, and the responsibilities we have to, our lands and our waters has survived to present day.”The second claim involves the Bruce Peninsula, which separates Lake Huron from Georgian Bay.Under a Treaty in 1836, SON gave up more than 600,000 hectares of rich agricultural land south of Owen Sound, Ont. In exchange, the claim asserts, the Crown promised under Treaty 45-1/2 to protect forever what is now the Bruce Peninsula from settler incursion.However, just 18 years later in 1854 under Treaty 72, the Crown demanded the surrender of the peninsula on the basis the government could no longer protect the lands from settlers.SON now asserts that the Crown misled the First Nations and could have protected the peninsula as initially promised.The claim calls for the return of lands on the peninsula still owned by Ontario or Canada or that have not been bought and paid for by third parties.It’s not clear how much of the peninsula could be affected.Any compensation will be dealt with at a later phase of the trial.For their parts, the governments maintain they have dealt with the First Nations properly, have lived up to their treaty obligations and deny Aboriginal title to the lands exist. They want the claims thrown out.Currently, court dates have been scheduled through the fall.This week will see two days of opening statements, with a week of evidentiary hearings scheduled for next week in Nawash or Cape Croker.After a week off, the court will then travel for another week of hearings in Saugeen First Nation.

WFP’s country director, Justin Bagirishya, today reported a direct link between food distribution and attacks on refugee and transit camps, as the long-running conflict between government troops and insurgents in Liberia continues to rage. “Following a violent assault on a camp,” he said “refugees would be forced to flee the fighting, abandoning recently-distributed food, which would then seized by the armed combatants.”This grave revelation recently prompted WFP and its partners to call a consultative meeting with the Liberian Government, including the head of the Liberia Refugees, Repatriation and Resettlement Commission, a state body responsible for the fate of refugees in the country. At that meeting, the agencies requested security guarantees from the government.”The protection of UN staff, non-governmental organizations and beneficiaries of relief food distribution is the responsibility of the government,” said Mr. Bagirishya, stressing that humanitarian agencies had neither security forces nor military escort. “We work under a guaranteed security situation created by the host government.”WFP and other humanitarian organizations have lost access to 70 per cent of the country during the conflict. The United Nations today announced the results of the first phase of a policy requiring participant companies to disclose their progress in implementing the main principles of Secretary-General Kofi Annan’s Global Compact initiative, which seeks to advance good corporate citizenship and responsible globalization.“This is an important milestone in the evolution of the Global Compact and voluntary initiatives generally,” said Georg Kell, Executive Head of the Global Compact. “We now have in place a tool that will promote transparency and make companies more accountable to their stakeholders with respect to their commitment.”The policy went into effect on 30 June 2005 for the 977 participants that have been in the Global Compact for at least two years. The Compact today includes nearly 2,200 companies from more than 80 countries with a combined market capitalization of more than $4.5 trillion.It asks companies to embrace, support and enact, within their sphere of influence, a set of core values in the areas of human rights, labour standards, the environment, and anti-corruption. Since he first envisioned the initiative in 1999, Mr. Annan has encouraged participating companies to make clear statements of support and submit an annual report that includes concrete examples of “good practices” for other firms to emulate.The so-called Communication on Progress policy requires that participants – to avoid being identified as “inactive” on the Compact’s website – develop an annual disclosure to their stakeholders on implementation actions within two years of joining the Global Compact initiative.Among the key results, 98 per cent of the 73 “Financial Times Global 500” companies issued progress reports for their stakeholders, via annual “sustainability” or financial reports, or other key communications. The high rate of youth joblessness worldwide is a growing problem which not only raises social concerns, but which also has economic and increasingly political dimensions, a recent report by United Nations Secretary-General Kofi Annan says. Since the September 2000 adoption of the Millennium Declaration, which focuses on reducing or eliminating a host of socio-economic ills by 2015, the urgency of the need to provide young people with access to decent, productive work has increased and inaction is not an option, the Secretary-General’s report says. The assessment and recommendations which made up the study were based on a global analysis and evaluation of 39 national action plans on youth unemployment compiled by the UN International Labour Organization (ILO). According to ILO estimates, young men and women make up about 47 percent of the 186 million people unemployed worldwide although they represent only 25 percent of the working-age population. “Little progress on implementing the Millennium Declaration will be achieved unless young people are provided with the resources, self-esteem and dignity which decent work can provide,” the ILO report said. The Secretary-General’s report also recommends that the General Assembly encourage those countries which have prepared national reviews and action plans to move forward to the implementation stage and to devise new policy-oriented indicators to monitor and evaluate progress. It further states that unemployment insurance or welfare protection represented an enormous drain on national and local budgets in countries which have social protection. At the same time, these insurances and protections represented a waste of the capabilities and potential contribution to social development of the best educated generation of young people ever. In those countries without such institutional protections, the burden was felt in other ways, ranging from families providing income support to grown children after having invested in their education, to young people struggling in low-income, dead-end and often dangerous jobs, to destructive behaviour such as neighbourhood gang activity or membership in local militias, the report also said. read more

The guidance note was released at the Global Summit to End Sexual Violence in Conflict, which is underway in London, co-chaired by UN Special Envoy Angelina Jolie and British Foreign Secretary William Hague, with the participation of over 900 experts, non-governmental organizations, survivors, faith leaders and international organizations from around the globe.The guidelines also include access to credit, fistula surgery to rape victims, and income-generating skills. Ms. Mlambo-Ngcuka, who was joined at the summit by Zainab Hawa Bangura, UN Special Representative on Sexual Violence in Conflict, presented the newly adopted guidelines and noted that reparations are the most victim-focused, and yet most underfunded justice tool in post-conflict countries. “Reparations are routinely left out of peace negotiations or sidelined in funding priorities, even though they are of utmost importance to survivors,” she said, vowing UN Women’s to deliver reparations “as a means for substantive change in the lives of women and men, boys and girls affected by conflict and to reflect the needs of victims for both courtroom justice as well as comprehensive redress.” The Guideline was developed for the UN system, with principles applicable to all parties, including Member States and civil society actors who are developing, supporting, and implementing reparations policies and programming, according to the UN agency.Its key principles aim to have transformative impact; in spirit with UN Security Council resolution 1325(2000), calling for survivors of conflict-related sexual violence to be at the centre, as agents of reform; and acknowledges that human rights violations impact men and women differently and in multiple ways. read more

It is time to stand up and act now: education cannot wait” said UNESCO Director-General, Irina Bokova in a statement to the press. While schools in Iraq are due to reopen this month, thousands of children and adolescents will not be able to enroll. More than one thousand existing schools are serving as shelters that accommodate internally displaced families. And an alarming number of schools – more than 60 – is being used for military purposes. Meanwhile, Iraq is a young country – half of its population is under 20 years of age. The crisis directly affects more than 550,000 internally displaced persons (IDPs) of school-going age. “Education must be amongst the priorities. We must think of the future of the young generation in Iraq. Education has the power to protect, to heal and to give hope. It enables young people to shape their future and to cope with adversity. It lays the foundation for lasting stability,” the Director-General said.Many young students were unable to attend the public examinations last June and may not be able to enrol in the next academic year. In addition, many Kurdish students may not be able to go back to their schools because they are being used as shelters for IDPs.As part of its response to the IDP crisis in Iraq, UNESCO is supporting adolescents and young adults’ access to quality education. And if you’re familiar with his work, it’s easy to believe him.“I’ve been working with Crunchyroll covertly over the past year or so,” Thomas told the crowd. “It’s an animated project I’m creating and directing myself, called The Children of Ether. It’s the story of a young girl who lives in a dystopian future, who awakens to an incredible power within her.”That girl is named Rhonda Vega. “Rhonda is the daughter of a very powerful man. I don’t wanna reveal too much of the story, but she kills him, accidentally, her father. So she’s wracked with guilt but also on the run.”As Thomas explained the backstory, we got to see slides of her character art. Though it was only monochrome line-art at first, later on, we saw some full-color stills later on. And she was black. So were at least one of the next two characters, Pint and Copper. “They’re two kids that she can trust in this crazy world that she lives in. They’re brother and sister, by orphanage,” Thomas described. “They’re pretty dope; they’re pretty funny characters.”Thomas also showed art for the mascot character of the show, Biggie, a fox-like creature who’s also the pet of Pint and Copper. That particular name’s reveal got a good chuckle out of the audience. We also saw Gio.“He’s one of the major obstacles for Rhonda,” Thomas said. “He’s the boss of a pretty cool crew that Rhonda meets. The 22-year-old man who was rescued from a burning car early Saturday remained in critical condition Monday.Brian J. Hall was sent to Legacy Oregon Burn Center in Portland with serious injuries after his BMW hit a utility pole at McLoughlin and Grand boulevards about 2 a.m. Saturday.
