“I warmly congratulate His Majesty Willem-Alexander on his inauguration as the King of the Netherlands. I wish him and Her Majesty Queen Máxima every success in fulfilling their important roles,” the Secretary-General said in a statement.Noting the role the former Prince of Orange holds as the Chairperson of the UN Secretary-General’s Advisory Board on Water and Sanitation and Inclusive Finance for Development, Mr. Ban said he was grateful for the Royal Couple’s “personal engagement and valuable contributions to United Nations efforts.” “I am looking forward to their continuing support for our ongoing efforts to achieve the Millennium Development Goals whilst preparing for the post-2015 Development Agenda,” Mr. Ban said. The UN is pushing the international community to boost efforts towards achieving the eight anti-poverty targets known as the Millennium Development Goals (MDGs) with less than 1,000 days to go before the 2015 deadline. The Organization has also spurred planning efforts for the post-2015 sustainable development agenda. In his statement, Mr. Ban also noted the geographically-vital role of The Hague which “represents the face of international justice” as the home to the UN International Court of Justice (ICJ), the UN International Criminal Court (ICC) and other international tribunals. The ICJ – sometimes referred to as the World Court – settles legal disputes between States and gives advisory opinions on legal questions that have been referred to it by authorized UN organs or specialized agencies. The ICC is the first permanent international court set up to prosecute individuals for genocide, crimes against humanity, war crimes and the crime of aggression. Mr. Ban visited The Hague earlier this month as part of his five-country visit to Europe and praised the Netherlands for its efforts to promote the rule of law and further international justice,“I am grateful that I had the opportunity to personally thank Her Royal Highness Princess Beatrix during my visit,” Mr. Ban said. “I wish to pay tribute to the outstanding public service that Her Royal Highness Princess Beatrix of the Netherlands has rendered over the past 33 years and send her my very best wishes.” “The Netherlands has been an indispensable partner of the United Nations,” Mr. Ban stressed. read more
Speaking to the Times, he added this would be the “first stage” in looking at situations where surgery is better avoided. He told the paper: “We shouldn’t, at best, inconvenience or disappoint patients by offering treatments that are not effective and, at worst, harming patients.” We shouldn’t, at best, inconvenience or disappoint patients by offering treatments that are not effective and, at worst, harming patients.Professor Stephen Powis, National medical director Dr Graham Jackson, co-chair of NHS Clinical Commissioners, said: “It is important that we have an honest conversation with the public, patients and clinicians about what can be expected from the NHS within the constrained funds it has available.” Other procedures on the list of 17 include grommets for glue ear and tonsil removal, with the plans drawn up in consultation with the National Institute for Health and Care Excellence (Nice).Four of them will be offered only when a patient makes a specific request, with the other 13 being offered only when specific criteria are met. NHS England’s board of directors will meet next week to discuss the plans which will then be put out to consultation. Professor Gillian Leng, deputy chief executive at Nice, said: “It has become commonplace for us to associate action with treatment.”However, sometimes doing nothing, or doing less, really is the best approach.”Treatments and procedures that carry a high risk or are associated with serious side effects should only be offered when there is compelling evidence that the benefits are worthwhile.” Breast reductions and operations to stop people snoring are among a list of treatments which could be cut back in plans to prevent more than 100,000 “unnecessary procedures” taking place annually.NHS England said millions of pounds could be saved every year by tightening criteria for treatments where “the risks… outweigh the benefits”.It said the proposals will ensure procedures, such as those for carpal tunnel, haemorrhoids and varicose veins, will only take place where there is good reason to do so.Alternative treatments such as injections, changes of diet or physiotherapy will be effective in the majority of cases, NHS England said.National medical director Professor Stephen Powis said: “If we want the very best clinical care for our patients, we need to stop putting them through treatments where risks and harms outweigh the benefits.”By reducing unnecessary or risky procedures for some patients we can get better outcomes while reducing waste and targeting resource to where it is most needed. ” Want the best of The Telegraph direct to your email and WhatsApp? Over three years ago, our friends at Good Clean Tech told us about a concept product that we drooled over and hoped would come to fruition. The Electree by French designer Vivien Muller finally gave us an attractive way to use solar power to charge our devices in an eye-catching design that any chic geek would love to have in their home. It looks like the wait is just about over. Muller is waiting to get 400 presale orders to begin production of the Electree. The Electree is shaped like a bonsai tree but will require no crazy pruning and maintenance. The most you’ll have to do is dust off the solar panels from time to time. The tree has 27 solar panel “leaves” that charge the Electree’s 13,500mAH battery. You can also stash your devices under the Electree’s floor to keep things neat, tidy, and clutter-free. The branches and each module are also rotatable, which apparently allows you to create an “unlimited number of shapes.”The Electree will take about 36 hours of sunshine to fully charge its battery. After that, you can start charging your mobile devices through the USB connection. It will charge a device to its full capacity in only a few hours. The Electree was inspired by photosynthesis. Muller said he was inspired while observing trees as their leaves act as natural solar panels and further motivated by math in nature. He said that while studying fractals, he realized that he could draw a tree by “repeating and transforming a basic pattern.” The repeating pattern then became a module, and the shape of the Electree came about. The bad news is that this attractive charging tree costs about $370, and that’s the “early bird” presale price. If the 400 initial orders are presold before October 15, they’ll be delivered to buyers before Christmas. The video below is in French, but gives you a few more glances at the Electree.via Engadget read more
We’ve heard all about the new feature set of the iPhone 5, but we haven’t actually got to see it in action until now. Typically Apple lets the people it invites to these product launches get some hands-on time with the new devices afterwards, and videos are starting to appear of the iPhone 5 in action. What’s clear to see is just how fast the new iPhone is, and there’s a few surprised comments as some of the features are tried out. The A6 processor at the heart of the phone is clearly performs well above the A5 it replaces, and iOS 6 has been optimized for it.The other thing you can’t miss is how gorgeous the display looks. The integrated touch makes it super responsive to your finger taps, and the extra real-estate afforded by the move to 16:9 and bigger 4-inch panel is clear to see. This is also the first opportunity for most of us to see the new Passbook feature for storing your tickets and boarding passes. There’s also a quick look at the new Maps and 3D flyovers feature, along with the comment it’s running at 60fps. Video also loads instantly it seems, although we don’t get to see very much of it.With the iPhone 4S being a great phone and now only costing $99 on contract, it’s a tough deal to beat. However, that iPhone 5 display is going to tempt most people to spend the extra $100 and sign a two-year contract, and if they get to play with the phone first the performance will probably win them over completely.via Anandtech read more
A homeless woman accused of trying to sell her newborn son at the Hazel Dell Taco Bell will not face a felony charge because she wasn’t successful with the sale, prosecutors said.Prosecutors charged Heidi Knowles, also known as Heidi Gasaway, with attempted child selling, a gross misdemeanor, as opposed to child selling, a Class C felony. The crime is only a felony when the alleged sale is completed, said Senior Deputy Prosecutor Dustin Richardson.Prosecutors allege that Knowles, 36, approached the woman in the restaurant, handed the newborn to her and offered to sell him for a price between $500 and $5,000, according to court documents. The woman declined the sale and called 911.Richardson said since the evidence doesn’t support a charge of child selling, his hands are tied. Still, the deputy prosecutor said: “I really found the behavior to be quite disturbing.”A gross misdemeanor is punishable by a stay in the county jail and a fine, or both, while felony convictions can result in a prison sentence of a year or more, in addition to a fine. read more
EXCLUSIVE: Energy organisation SSE has extended its online financial education programme to 1,000 employees working in Ireland.SSE originally launched its financial education programme, provided by Nudge, in January 2018 for 20,000 employees working across its 150 UK operating sites. The extended provision was launched in Ireland on 1 March 2019, featuring country-specific content and benchmarking data relevant for Irish employees.Sandra Shipley, benefits manager at SSE, said: “We’re delighted to be the first of the utility [organisations] to offer personalised financial wellness support to our people in Ireland. It’s important to us to have a consistent approach to health and wellness across the UK and Ireland, and to offer our people the support they need to make managing their money simpler.“With the introduction of auto-enrolment to Ireland in 2022, the need to actively engage people in improving their own financial wellness is heightened, and the adoption of financial education amongst leading Irish employers is set to grow.”The programme enables Irish employees to access a personalised platform, which provides financial education posts and action plans to support employees’ financial dreams and goals.Staff also receive tailored communications or nudges via email, SMS or WhatsApp that offer tips, guidance and actions that are in line with employees’ lifestyles, local legislative updates or organisational changes. The initiative was communicated to Irish employees using an email campaign; this was supported by content on its staff intranet, called ssenet, and by communications sent via its internal app, sseapp. This ensures that employees who are not office-based are still kept informed.Shipley added: “A year ago, we introduced financial education for our UK people as part of our wider wellness strategy. We’re delighted with the high engagement that we’ve seen with Nudge and the way that the personalised experience appeals to all our employees regardless of age, wealth or lifestyle.“As a reward team, it also gives us access to rich data and insight about our people’s interests and financial goals, so that we can better shape our reward strategy and communications.” read more

Jeremy Osborne, a Bethel resident, has two repairs to make to his power equipment. They are easy for him to do, but some residents might find their repairs more difficult and must search for an elusive electrician. (Photo by Krysti Shallenberger, Alaska’s Energy Desk – Bethel)A recent letter from the Alaska Village Electric Cooperative startled residents in the Yukon-Kuskokwim Delta. The letter told customers to repair their electric equipment by August or have their power cut off. While most of the repairs are minor, others require more professional handling from an electrician, which are scarce in the region.Listen nowJeremy Osborne is one such homeowner. Osborne works at Yuut Elitnaurviat, a workforce development organization in Bethel, and also works part-time as a copy editor at KYUK. He’s one of 450 customers in Bethel who got the letter from AVEC.“I was a little alarmed at first because they say that your electrical service will be disconnected on or about August unless you make the repairs,” Osborne said.AVEC took over control from the local utility, Bethel Utilities Corporation, in 2013 and residents have been receiving these letters since then, according to the cooperative. AVEC recommends that residents hire an electrician to do the work, but in Bethel, that’s not easy. Michael Langlie, who has co-owned The Lumber Yard for 20 years, says that it can take as much as a month to get an electrician to a house in Bethel. The Lumber Yard stocks the electrical supplies people in Bethel may need for repairs and Langlie has seen an uptick in people coming into his store for these supplies over the past two years. Bethel has long nurtured a do-it-yourself culture because of its remote location and lack of services, which may have sparked some of the letters, but AVEC CEO Meera Kohler says that the repairs are not just confined to older homes or the result of do-it-yourself jobs. Homes and business can fail to meet code because of shifting permafrost, wind storms, or other natural causes.Kohler says that most of the repairs are minor. She says that many just require replacing a ground rod or other repairs that people can do themselves. But what happens when they need an electrician? Kathy Hanson is another homeowner who received the AVEC letter. She says that the easy part is tracking them down.“I think it’s not hard getting hold of one,” Hanson said. “ You see them in their trucks driving around. Now to get them to come out to your house and fix something, I think it might be rather difficult.”KYUK tried to reach out to several electricians that were listed online or given through word-of-mouth. Out of the five that KYUK tried to call, only one, Sea Lion Electric Services, had a working phone number. And they never picked up.KYUK also drove around Bethel for about an hour to look for one of the vans, but couldn’t find one. Osborne consulted with an electrician who’s also a friend, but is doing the work himself. He says that he’s lucky that he doesn’t have to do more to bring his house up to code. AVEC’s Kohler says that the utility doesn’t require the repairs to be made by an electrician, but she advises homeowners who might not feel up to task to hire a professional. read more
The upcoming Railway Budget is likely to provide for enhanced use of information technology to drive efficiency, bring transparency in operations and provide safety to passengers, especially women. The report quoted a Railway ministry official as saying that Railway Minister Suresh Prabhu has directed officials to utilise information technology effectively to improve services. One of the key proposals being talked about is tracking wagons, coaches and locomotives using radio-frequency identification (RFID) tags, reports PTI. The ministry official said that by using RFID devices, it will easy for Railways to accurately locate coaches, wagons and locomotives, and the fuel position. The current system of maintaining these data manually leaves room for inacuracy. ReutersWiFi facility, which is currently available at New Delhi station, will be extended to many railway stations. There is also a proposal to enhance safety for women passengers, by installing CCTV cameras in ladies’ coaches and an app to improve their security. Porters transport goods on a hand-pulled trolley to load onto a train at a railway station in Kolkata July 8, 2014. Indian Prime Minister Narendra Modi’s government disappointed markets with its first major economic policy statement on Tuesday, promising to seek foreign and private funding for the railways but giving no details of how it would lure investors. India’s state-owned railways are the fourth-largest in the world. They have suffered from years of low investment and populist policies that have kept fares low.ReutersThe Rail Budget could also carry a proposal for digitised land mapping to enable commercial utilisation of vacant land. The Budget is also likely to provide for shifting from periodic maintenance to predictive maintenance of rolling stock with the use of information technology, the official added. The Budget is also expected to draw out plans for e-procurement and e-payment, keeping in line with the ministry’s bid to promote e-governance. read more
Obaidul Quader file photoAwami League general secretary Obaidul Quader on Saturday said the opposition BNP is disparaging the country by making complaints to the United Nations after losing ‘public trust’.”If you have any complaint then share it with the public, how can a party have such narrow mentality? Is our country like Syria or Sudan that we have to go to the United Nations?” he asked.Obaidul Quader, also road transport and bridges minister, came up with his views while speaking at an inaugural programme of Bangladesh Awami League’s Science and Technology Sub-Committee website at the Institute of Engineers, Bangladesh (IEB).BNP secretary general Mirza Fakhrul Islam Alamgir went to the UN headquarters last week at the invitation of the UN secretary-general and discussed with the top officials Bangladesh’s political scenario including the next general elections. The AL leader allaged that the BNP does not understand anything but power and such political parties are ‘disaster’ for Bangladesh.”Sheikh Hasina’s target is the next generation while BNP’s target is the next election. They (BNP) don’t understand anything except power”, Quader said.Mentioning the recent quota movement and safe road protest, the minister alleged though common people of Bangladesh did not respond to any movement, some parties and media spread rumours to stir up the protests to different directions and confuse public.Today’s initiative (website inauguration) is an effort to stand against such propaganda, he also said.Emphasising on raising consciousness about using social media, Quader said, “The cyber- attack is more harmful than terrorist attack. Facebook has both negative and positive sides. We have to be more sensible in using social media.” read more

File PhotoBangladesh Awami general secretary Obaidul Quader on Friday said the BNP’s decision not to take oath was the repetition of its mistake, reports UNB.”The BNP made a mistake by boycotting the general elections in 2014. Yesterday, the party made another mistake by taking the decision not to take oath as members of parliament,” Quader said.He made the remarks while talking to the newsmen after placing wreaths at the portrait of Bangabandhu Sheikh Mijubur Rahman in front of Bangabandhu Memorial Museum at Dhanmandi-32 in the capital.Indicating the submission of a memorandum by the BNP and Oikya Front to the election commission demanding re-voting, Quader said, “They’re doing what the defeated opposition parties do … this is a common post-election scenario. There’s nothing new. This will stop after a few days as people voted for our party spontaneously.”Quader said, “It is disrespect to the verdict of the mass people. By James Wright, Special to the AFRO email@example.comThe common political perception is that District of Columbia Mayor Muriel Bowser doesn’t have a serious challenger but James Butler strongly disagrees. Butler is running for the Democratic Party nomination for mayor on June 19. He said Bowser isn’t serving the interest of the everyday District resident.“We have a mayor who is beholden to big business,” Butler, a self proclaimed entrepreneur who serves as the advisory neighborhood commissioner for district 5D03, said to a group of residents at Asbury United Methodist Church on March 24. “We need a leader who is willing to have a realistic talk about prosperity and disparity in this city. If you are in the pocket of big business and developers, so is your heart.”James Butler speaks at Asbury United Methodist Church declaring his plans if he were to become the next elected mayor of Washington, D.C. (Photo by J. Wright)Butler is a longtime District resident. He is a graduate of Kent State University with a bachelor’s degree and a juris doctorate with the Ohio State University School of Law. He has volunteered with the Capital Area Food Bank, Bread for the City, the Natural Ivy Foundation for the Homeless, Carlos Rosario Public Charter School, and Best Kids DC and worked with initiatives such as the Race against Child Hunger with his church, the Greater Mount Calvary Holy Church. In addition to Bowser, Butler is competing against political unknowns such as Quincy D. Carter, Manley M. Collins, Edward Dixon, Victoria Gordon, Ernest E. Johnson, Art Lloyd, Ben Nadler, Fidelis Malachi Pietrocina, Jeremiah D. Stanback, and Michael C. Woods. Bowser has $2 million in her campaign treasury and the powers of incumbency.Butler said the District has 6,000 or 7,000 non-profits and believes that if they adopt one homeless person, the homeless problem could be largely solved. “Those non-profits could get their homeless person addiction counseling if needed as well as other social services,” he said. “It would be a significant dent in the humanitarian crisis.”Butler said another remedy to the District’s homeless crisis is allocating the city’s budget for better use to eliminate the problem. “This city has a $14 billion budget,” he said. “If we used 0.3 of one percent of the budget, $46 million, in the right way, we could end chronic homelessness.”In area of public safety, Butler wants to put more speed cameras in the District and strengthen community policing. Butler is aware that affordable housing is a big issue in the District and wants to strengthen rent control laws. “Affordable housing in D.C. is a misnomer and what is needed is income-based housing,” Butler said.Regarding the District’s public school system, Butler said divesting mayoral control of it is a discussion that needs to take place. “We have encountered a lot of problems since mayoral control came into being in 2007,” he said. “I think we need to look at bringing back the independent school board.”Butler said he would offer tax incentives to grocery store chains to open in Wards 7 and 8. There are three full service grocery stores in those two wards that contain 150,000 residents.Virgil Young Jr., an intelligence and technology professional, is supporting Butler. “This is a Black man who is willing to help,” Young said of Butler. “I have walked the city’s toughest neighborhoods with him and he is honest and caring. He is the one I want to be our next mayor.” read more
