Burke visited the centre last week at met the boy. Australian Immigration Minister Tony Burke says he is working to get a 11-year-old Sri Lankan boy out of a Tasmanian detention centre as quickly as possible.ABC news reported that the Sri Lankan child is being held at the centre at Pontville, near Hobart, along with two older cousins. He says he wants to move the boy out of the centre quickly, but a community detention spot must be found for the child and his cousins. “But right now we want to wait till we can get a community place so we can move all three people together.” “I’m reluctant to break up that family group,” he said. The Pontville centre has been used to detain almost 300 unaccompanied minors from places like Afghanistan, Vietnam, Iran and Sri Lanka. Burke says he cannot pretend the setting is ideal for younger children long-term.“I had a look at where they are staying in Pontville and they’re separate to everybody else,” he said.“They’ve got a little setting where it is bedrooms for the three of them. I’m not pretending it is what we would want as permanent accommodation. read more

TORONTO – Think viewing a few websites on a smartphone doesn’t use much data? Think again. The average size of a web page continues to grow unabated, a trend that mobile users in particular should take note of.According to the website HTTP Archive, which regularly studies the top 10,000 most-visited sites online, the average web page now weighs in at about 1.3 megabytes, up about 35 per cent in the last year. It’s not a big data hit when accessing the web at home but it’s a different story for users with limited data allowances for their mobile phones. And don’t be fooled by the look of streamlined mobile-friendly sites that are sometimes displayed on smartphones and tablets. While those sites strip away much of the visual excess that doesn’t translate well to a small screen, they’re not always a lean download.HTTP Archive suggests the average web page when browsing on a mobile device — accounting for the fact that some websites have mobile-optimized pages and others don’t — is about 720 kilobytes.“That is quite large, that size has really grown a fair bit,” says Guy Podjarny, an Ottawa-based web performance researcher who works for the company Akamai.“Anything that is over the 700 kilobytes or 800 kilobytes range I would mark as too heavy for mobile.”Given that many mobile providers sell plans that start at 150 megabytes a month, basic web browsing — nevermind streaming of audio or video, which quickly gobbles through data — could quickly deplete that allotment. Accounting for HTTP Archive’s average of 720 kilobytes per page, a user could visit about 210 websites, or about seven a day, before exceeding their limit.Part of the growth in web page size can be attributed to the demand for more aesthetically pleasing designs with more multimedia, Podjarny says. Plus, users equipped with high-end smartphones and monitors are now viewing the web with super-sharp screens, a trend that’s pushed web developers to use better — and larger to download — images.“The (newer higher-resolution) images are four times the pixels of a regular image and three times the file size usually,” Podjarny says.Because it can be technically complex to serve up the high-resolution images only to the users with the extra-sharp screens, all users often get the larger images, even if they can’t see the difference themselves, he adds. And some websites that appear to be streamlined with minimal graphics and photos may be just as large to download, Podjarny says, because the extra content is often being downloaded anyway but is hidden for mobile users.“There’s something called responsive web design and while it helps address the user experience aspect — the usability of the page by making it look like a mobile website — it actually hardly ever reduces the byte count,” he says.“There are intelligent techniques to create responsive websites that don’t load unnecessary content but the vast, vast majority of responsive websites out there don’t use it.“It all comes down to the fact that you’re downloading a large amount of content and you’re either hiding or shrinking it. It leads to mobile websites that look and interact like mobile websites but are over one megabyte or two megabytes in size.”The growing size of websites is user-unfriendly, says Lee Brooks, product marketing manager at Sandvine, a Waterloo, Ont.-based computer network company. Many users are already overly cautious about their mobile usage, afraid of racking up expensive bills, and aren’t freely enjoying their access to the web and multimedia content on the go.“People enjoy using services more when they know in their mind how much it’s going to cost,” Brooks says.“If I’m constantly nervous about going over a quota, am I really making full use of that service and do I have the best possible quality of experience?”Podjarny says it doesn’t help users that service providers often oversimplify how consumers should calculate their data usage on the mobile web.According to Bell’s mobile data calculator, the company estimates the average website eats through 170 kilobytes when browsed on a phone or tablet. Rogers estimates a basic text-filled web page comes in at about 100 kilobytes or a “content-rich” site averages about 333 kilobytes of data.Podjarny says those numbers underestimate today’s typical mobile web surfing experience “by a pretty large margin.”“These numbers are not entirely far-fetched for dedicated mobile websites but many of the websites you will browse are not.” Web pages now average 1.3 megabytes in size, which is bad news for mobile users AddThis Sharing ButtonsShare to TwitterTwitterShare to FacebookFacebookShare to RedditRedditShare to 電子郵件Email by Michael Oliveira, The Canadian Press Posted Mar 6, 2013 12:14 pm MDT read more

Cincinnati Bengals quarterback Andy Dalton is sacked by Miami Dolphins defense end Cameron Wake during a game at Sun Life Stadium Oct. 31. Miami won, 22-20 in overtime. Credit: Courtesy of MCTThe Cincinnati Bengals enter week 10 of the NFL season first place in the AFC North, but many questions are left unanswered. The Bengals (6-3), lost All-Pro defensive tackle Geno Atkins for the season in a week nine loss to the Miami Dolphins. Quarterback Andy Dalton struggled mightily, throwing three interceptions and getting sacked in overtime in the end zone to end the game. The loss ended a four-game winning streak, but Cincinnati looks to get back on track Sunday when it heads to Baltimore. The Ravens (3-5), meanwhile, have struggled all season after losing key members of last year’s Super Bowl winning team. They have lost three straight games and now sit third in the division behind Cincinnati and the Cleveland Browns (4-5). Quarterback and Super Bowl MVP Joe Flacco has thrown almost as many interceptions (nine) as he has touchdown passes (10) and running back Ray Rice is averaging only 2.7 yards per carry.Against the Bengals, the Ravens will face a defensive line that still does not have a clear rotation. While second-year defensive tackle Brandon Thompson will take Atkins’ place in the lineup, rookie defensive end Margus Hunt may get more playing time and even move inside in order to generate the type of pass rush the Bengals have grown accustomed to from Atkins.Cincinnati’s best cornerback, Leon Hall, is out for the season with an Achilles injury leaving 35-year-old Terence Newman as their most reliable corner. Newman was exposed for his lack of speed when he got beat by Dolphins receiver Mike Wallace in overtime. The play would have been a game winning touchdown catch of 86 yards, but Newman wisely pulled Wallace to the ground resulting in a pass interference penalty and the Dolphins punting shortly after. But he may not be so fortunate when facing the Ravens’ fleetfooted wide receiver Torrey Smith (36 receptions, 701 yards). The Bengals have the weapons to outscore most opponents, but Dalton must first learn to settle down in pressure situations. Now that the Bengals are no longer feared on defense, Dalton and the offense must step up and take advantage of whatever opportunities they are given in order to leave Baltimore with a victory.Kickoff between the Ravens and Bengals is scheduled for 1 p.m. at M&T Bank Stadium. read more

Flotation is one of the major articles in the November issue of International Mining. Careful ore analysis before designing a flotation plant is important. A new state of the art x-ray imaging detector smaller than a postage stamp is the key to a powerful new method of characterising mineral ores, according to an article published recently in the October issue of CSIRO’s Process magazine. The x-ray, photon-counting imaging device called Medipix can take high resolution images of minerals, detailing the materials present in an ore sample. Unlike conventional x-ray films and cameras, the new technique measures the energy of individual incoming x-rays and adds colour to traditional black-and-white snapshots.Research scientist Dr Josef Uher said the new technique could revolutionise micro-imaging, and the mining industry. “In every single pixel of the detector, you gain information about what the x-ray spectrum looks like. If you analyse it properly, you can determine whether the materials in the sample were nickel, copper, zinc, gold or something else,” Uher said.Medipix could provide near real-time imaging of ores for plant monitoring and control in the mining industry. It was designed in collaboration with several universities and laboratories led by the European Organisation of Nuclear Research (CERN).Other stories in this issue of Process include:• Analysis in extreme environments: Molten salt electrowinning, a key technology used in extractive metallurgy has been analysed using a new x-ray diffraction technique. The new method can be used to monitor changes inside an operating electrowinning cell and can determine electrode performance and extraction efficiency• Clearing the mist around electrowinning: Examining bubble and acid mist formation during the electrowinning process used for base metal production could provide solutions to manage and reduce the carcinogenic mist. Acid mist poses health risks for workers and current technologies to prevent exposure are expensive• Ore analysis at light speed: Laser-induced breakdown spectroscopy (LIBS) could provide significant economic savings to the mining industry by accelerating the in situ analysis of ore quality at mine sites. read more

Officials of the Kanifing Industrial Tribunal have disputed the content of the story captioned “TRIBUNAL JUDGMENT ON EX-OCEAN BAY STAFF STALLS 7 TIMES” published in Foroyaa of 8 March 2016. They say the records of the court, which they say overrides what is published shows that the case was not set for judgment till August 2015 and not 4 March 2015 as indicated by Foroyaa. They also say that judgment was not stalled seven times as indicated by Foroyaa.Officials were also concerned that the story did not make it clear that the present composition of the tribunal was not the one that adjourned the case for judgment, and are therefore not responsible for the delay in the delivery of judgment.EDITOR’S NOTEForoyaa will not argue with the court records and is not blaming anybody for the delay in proceedings which started in 2012. What is significant is for the case to proceed and judgment delivered in accordance with the dictum “Justice delayed is justice denied.” read more

Find out why here. Original story continues here:MANAGUA, Nicaragua – A mysterious explosion that rocked Nicaragua’s crowded capital Managua, creating a large crater, appears to have been caused by a meteorite, officials said Sunday.Amazingly, in a sprawling city of 1.2 million people, the impact near the international airport did not cause any known injuries, but it did leave a crater measuring 12 meters (39 feet) across.“We are convinced that this was a meteorite. We have seen the crater from the impact,” said Wilfredo Strauss of the Nicaraguan Institute of Territorial Studies. The meteorite appeared to have hurtled into a wooded area near the airport around midnight Saturday, its thunderous impact felt across the capital. The hit was so large that it registered on the instruments Strauss’ organization uses to size up earthquakes.“You can see two waves: first, a small seismic wave when the meteorite hit Earth, and then another stronger one, which is the impact of the sound,” he said.Government officials and experts visited the impact site on Sunday. One of them, William Martínez, said it was not yet clear if the meteorite burned up completely or if it had been blasted into the soil.“You can see mirror-like spots on the sides of the crater from where the meteorite power-scraped the walls,” Martínez said.Government spokeswoman, First Lady Rosario Murillo, said Managua would be in contact with the U.S. Geological Service to try to get more information about “this fascinating event” in the Central American nation, one of Latin America’s poorest countries.People who live near the crater told local media they heard a blast they took for an explosion, and that liquid, sand and dust were blown through the air, which smelled like something had burned. There were no reported injuries because the impact was in a wooded spot, and flights at the airport were not affected. Diethelm Travel Group Acquires Travel Center AsiaDiethelm Travel Group Acquires Travel Center AsiaDiethelm Travel Group, an award-winning inbound tour operator servicing Asia, today announced that it has acquired Travel Center Asia (TCA), one of Thailand’s leading DMC’s based in Bangkok to merge its services. The two companies will continue operating under the Diethelm Travel branding as of 1 November 2018.Boasting over six decades of operation, Diethelm Travel Group employs more than 500 staff worldwide and offers thousands of custom tours throughout 13 countries in Asia. Le Pen has virulently disputed that What unites both UKIP and the National Front is their belief that the growing number of immigrants to EU countries undermines Europe’s economy Le Pen argues that French Muslims are imposing their beliefs on the Christian majority and abhors any push to segregate girls and boys in public swimming pools or exclude pork on school lunch menus “Not all Muslims but Islamists who now permanently in France are constantly asking for special treatment” she told TIME last month She told voters at a public meeting last month that France’s immigration policy was “a catastrophe” and after the National Front won 11 municipalities in local elections last March she said those towns would introduce pork on the menus of school canteens Observant Jews and Muslims do not eat pork Contact us at editors@timecomFor some time now theres been a tendency on Wall Street for rich guys to become philosophers think George Soros and his reflexivity thesis or Ray Dalio and his little red book of self-criticism Now that trend seems to be coming to Silicon Valley witness PayPal founder and investor Peter Theils new book Zero to One which among other things advises young people to drop out of college to do tech start ups (this from a guy with double Stanford degrees) While I agree with Theils advice that people should think different (a la Steve Jobs) to really come up with ground breaking innovations I fear that this book may herald a new era of tech gurus who imagine themselves public intellectuals simple because theyve made a lot of money Joe Nocera and I discussed the topic on this weeks WNYC Money Talking along with where the tech industry itself is headed in the wake of Apples new product announcements Contact us at editors@timecomAmasa Firdaus the law graduate who challenged the restriction on the use of hijab during call-to-bar ceremonies says she was used as an instrument by Allah DAILY POST recalls that the University of Ilorin graduate was in December denied access into the hall for the ceremony which took place at the International Conference Centre Abuja for refusing to remove her hijab This generated controversies She had insisted that wearing the hijab does not contradict the dress code set by the law school while describing the action as “a violation of her rights” In June the body of benchers responsible for calling law graduates to bar approved the use of hijab and Firdaus was called to bar on Tuesday Speaking to Cable on how she felt Firdaus said: “I don’t feel any special “I feel grateful to my Lord A Muslim will always be hopeful It was not something I did myself A lot of people were involved I believe it is something that Allah has personally designed I was just used as an instrument “A lot of people were in hijab I feel grateful to Allah it is not something I did It is what Allah did Himself I don’t feel any special I just believe Allah decided to use me for it” We have a working model in Minnesota I serve on the "town board" the local rural township board of officers We are five people not all of the same political party who are elected without party designation to serve the residents of our 36-square-mile areaWe discuss roads bridges snow removal and so on and come to resolution over a cup of coffee at our Town Board meetings Rarely are there harsh wordsLet’s take this a step higher Our five county commissioners and elected county officials also serve without party designation The stakes are higher; but again the business of the county is done without too much rancorAnd up until 1974 the state of Minnesota had a nonpartisan Legislature I am old enough to remember that; why it changed is beyond meThe two major parties are NOT beholden to the citizens any more They are entities onto themselves Anyone try to run successfully without a party’s support It doesn’t happenIn my view the township and county process can be duplicated at the state and national level Here’s how:** Establish a filing period for candidates just like townships and counties do** Candidates would self-finance their campaigns The wealthy would not dominate; the five members on our local town board are not the wealthiest residents nor are the five commissioners But local candidates often do have a fundraising organization)** There would be limits put on spending** Candidate forums such as debates would be held to educate voters** Serving in office would bring neither expensive perks nor cushy retirement Lawmakers could get health benefits equal to state or federal employees but only while in officeTownship officials by the way get no benefits** Term limits for all offices would be determinedI think this process would bring back our "citizen" legislatures as our founding fathers intended Individuals truly would have the desire to serve and would not be beholden to a party or the perks of officeOne way or another we need something better than the current situation It’s not even 2012 yet and I am sick of the process alreadyJohn Johnson recalling how he was instructed by the late Ikemba of NnewiA faction leadership of the Ex-Biara war veterans has dissociated itself from a plan to stage a protest in Abuja Love-MojiMexican billionaire Carlos Slim is planning on breaking up the telecommunications giant America Movil SAB in a move designed to head off antitrust legislation threatening to put the company in in hot water an oil mogul" he tells TIME via Twitter: So proud of Apple CEO @tim_cook 2014 Jason Collinsand how their decisions affect all our lives: How a collapsing economy in Athens Tynsong had been a Cabinet minister for over 13 years under three chief ministers and is known to have openly said that he has never been dropped despite leading many dissident moves against former chief ministers Huge amounts of resources have been expended on shipping people infected with Ebola to industrialized nations for high-quality medical treatment if they’re Westerners" All the four paragraphs refer to the norms related to the declaration of needle usage Debra Jo Ruhnke "I hope those people who continue to ignore our warnings listen carefully to this familys message and take note so that no one else has to experience their pain For India” Man Sanders and Carson campaigns, and had a dilemma of selling it at official price of N145 or N143 as some of them were known for.Credit: PA As it stands now, 198 IDPs. read more
