New Delhi: Veteran BJP leader Murli Manohar Joshi was Tuesday dropped as a BJP candidate for the Lok Sabha elections, while Union minister Maneka Gandhi and her MP son Varun Gandhi swapped their seats as the party announced its 29 more nominees from Uttar Pradesh. BJP general secretary Arun Singh announced that Union minister Manoj Sinha has been fielded from Ghazipur, a seat he had won in 2014, and UP government ministers Rita Bahuguna Joshi and Satyadev Pachauri from prestigious Allahabad and Kanpur seats respectively. Magna International Inc., North America’s largest auto-parts maker, said an explosion at a Newmarket, Ontario, factory sent five employees to hospital.The injuries are not life-threatening, Tracy Fuerst, a spokeswoman for the Aurora, Ontario-based firm said today by telephone.“The investigators are on site,” Fuerst said.“When they’re done with their investigations we’ll be in communication.’The explosion occurred at about 9:45 a.m. at Dortec Industries, a division which makes door modules, locks and other components for Magna, Fuerst said.About 200 employees work at the factory, which was evacuated, she said. The UN negotiator was speaking to journalists in Geneva after Russia, the United States and Jordan gave their support to a so-called de-escalation area in the south-west of the war-ravaged country. This development along with arrangements to support a ceasefire and delivery of humanitarian access – which was welcomed welcomed by UN Secretary-General António Guterres – comes amid ongoing fighting elsewhere in Syria.At the start of the seventh round of intra-Syrian talks, Mr. de Mistura said that “several stars” were aligning in favour of potential progress towards an end to the crisis. In particular, he welcomed the new de-escalation zone in the south-west of the war-torn country, near the Jordan, Lebanon and Israeli borders. It covers an area that had become a potential “flashpoint,” Mr. de Mistura said. The deal was announced at the weekend following a meeting of the G20 leaders in the German city of Hamburg by the US, Russia and Jordan. “De-escalation is what people the Syrian people have been asking, begging everyone, for a long time, hence our own support for the Astana process which is mutually reinforcing the Geneva one, and what has been the three areas which are being identified as de-escalation areas and of course our support to the south-west agreement announced in Hamburg,” he said. On the first day of the UN-facilitated talks in Geneva, Mr. de Mistura met the Government of Syria delegation and held a working lunch with all three opposition delegation leaders. The meetings coincided with a statement by the UN spokesman which said Secretary-General Antonio Guterres welcomed the establishment of the de-escalation zone, calling it a “significant step towards reducing violence and increasing humanitarian access across Syria.” The UN chief added that it was in line with the pursuit of the goal of a comprehensive, nationwide ceasefire that had been endorsed by multiple Security Council resolutions. read more

Ramjattan had said that payment was brought to Cabinet’s attention to be noted.According to Nandlall, “it is public knowledge that the total value of the contract for drugs unlawfully procured from Ansa McAl is $605,962,200…My information is that $90,783,932 was already paid to Ansa McAl by a previous Cabinet Decision.”Nandlall contends this was “clearly done when the controversy did not reach the gigantic proportions to which it eventually exploded. I surmise that Cabinet found itself in a conundrum after the controversy erupted and especially when the matter was transmitted to the Public Procurement Commission (PPC) for investigation.”The investigation by the PPC had found that procurement laws had been broken.Chairperson Carol Corbin, at the time had said “as everyone noted, if the entity was supposed to go to the National Procurement and Tender Administration Board and they did not do that, then the law was broken. So, yes, it was found that laws were broken.”Nandlall posited, “the problem was further compounded because despite the internal wrangling which is emerging from the PPC, in terms of who should be held responsible for the violations of the Procurement Act, it is abundantly clear that there is a unanimous finding by that Commission that the Procurement Act was violently breached.”Former Attorney General Anil NandlallThe former Attorney General is adamant no Minister of the Government or the Cabinet has the authority to waive or authorize the waiver of the Procurement Act in respect of any transaction to which it applies.Nandlall in his repudiation of the Cabinet intervention has observed that based upon the content of the secret cabinet document, which has since made its way into the public domain, it is clear that this matter was first considered by Cabinet on a previous occasion and transmitted to a Cabinet Sub-Committee for consideration.He opined that “it was considered by that Sub-Committee and returned to Cabinet for Cabinet to stamp it with some form of imprimatur/legitimacy.”Nandlall in his missive also sought to point out that Finance Minister Winston Jordan, “indeed, and, I think deliberately so, did not seek Cabinet’s approval; again, this is deliberate; instead, he brought it for Cabinet to note; so it was brought for Cabinet’s notification and not approval.”The former Minister of Legal Affairs now Opposition front bencher is adamant Minister Jordan “recognizing that he is being faced with a fait accompli (already accomplished or occurred) of an unlawful transaction already taken place, the Minister of Finance, by this instrument, is now seeking coverage from Cabinet before he authorizes payment of $515,178,268 to Ansa McAl.”According to Nandlall, “It is obvious that this sum would have to be withdrawn by the Minister of Finance from the Contingency Funds, for which he will later seek the approval of the National Assembly.”The Opposition Member has since accused Minister Jordan and the Cabinet of “obviously protecting themselves and are obviously invoking the principle of collective responsibility of Cabinet in respect of authorizing an obviously unlawful payment.”He is adamant however that “unfortunately, for this Government, a Cabinet decision cannot legitimize an illegality…Laws are made by Parliament and equally bind all.”Nandlall posited Cabinet enjoys no exception and that if the Executive enjoyed such exemptions from the law then there would have been no need for laws to be passed by Parliament.“Cabinet could have easily made its own laws and secure in relation thereto, the President’s assent, who is also the Chairman of the Cabinet under the Constitution…So in my respectful view, this Cabinet Decision is ineffective and void ab initio. It has no binding force in the eyes of the law and does not provide the legal cover which the Minister of Finance and Cabinet believe that Cabinet enjoys. It is simply a sham.”The former Minister of Legal Affairs in his public missive observed too that it is common knowledge that the PPC’s Report on this matter would be submitted, shortly, to the National Assembly and will be discussed or debated when the National Assembly resumes its sittings after the current recess.“It is my considered view that the shenanigan of the said Cabinet Decision is simply an artifice not only to satisfy the Minister of Finance’s discomfiture but to also ensure that all payments are concluded in respect of this contract before the PPC’s Report is considered by the National Assembly and made public.”Nandlall suggests, this recourse is necessary in the event of any actions taken by the National Assembly or in the Courts designed to prohibit that payment adding however, “those actions will simply be futile, as payments would have already been made.”He contends nonetheless that despite payments already having been made “this transaction will nevertheless remain judicially reviewable. In the end, it will be recorded as one of the most egregious exhibition of corruption and rank illegality committed in Guyana by a Government over the last 30 years.” read more

MIAMI (WSVN) – Rescue crews took five people to the hospital after a driver struck a transit bus in Miami and sped away, police said.City of Miami Police and Fire Rescue units responded to the scene of the crash at the intersection of Northwest 37th Avenue and 36th Street, just after 5 p.m., Sunday.Officials said four passengers on the Miami-Dade Transit bus and the driver sustained injuries. Gary Bates/Ikon Images/Getty ImagesBacterial cells can now read a synthetic genetic code and use it to assemble proteins containing man-made parts.Scientists say they have created a partly man-made bacterium that can produce proteins not found in nature. This new life form, the latest development in a field called “synthetic biology,” could eventually be used to produce novel drugs.The Scripps Research Institute’s Floyd Romesberg and colleagues have been pushing toward this goal for well over a decade. Three years ago, they announced that they had added two more letters to the genetic alphabet of a bacterium: To DNA’s familiar A, T, C, and G, they added X and Y.That expanded genetic alphabet vastly increased the number of “words” that DNA could store, and so expanded the language of life.Now they report in the journal Nature that they’ve engineered those bacterial cells to read that new code and to use it to assemble proteins that contain man-made parts.“Proteins have become hugely important for drug discovery,” Romesberg says. “Proteins are now being used as drugs.”Examples include insulin, antibodies, interferons and enzymes. Romesberg started a company a few years ago to develop potential new medicines. He says the company has been able to grow these partly synthetic bacteria in huge vats.“They in fact have done large-scale fermentation and we get very, very nice yields, very high protein purity,” Romesberg says, though he says there are still plenty of kinks to work out.One feature of this new system is that these germs need to be fed the precursors for the X and Y components, as well as synthetic amino acids, which are the building blocks for the artificial proteins.“There’s actually an advantage of having to do it this way,” he says, and that’s safety.“I think synthetic biology by its very nature scares a lot of people, because you’re sort of playing with life and trying to optimize it to do new things. And people say, ‘Hey, wait a minute — that could be dangerous. What if they escape into nature?’ And I think that’s a significant concern. I think people should be worried about that kind of thing.”But because his organisms need to be fed man-made starting materials, they can’t survive outside the lab, he says.“We’ve done lots of experiments where we take the organisms and get them to grow and replicate in the absence of those raw materials,” he says. “And they can’t survive. They simply die.”That feature also reassures Dieter Soll, a biochemist at Yale University, who has been involved in the ethical issues surrounding new genetic technology since the 1970s. “This is a really fragile system and self-limiting,” he says.As for the significance of the finding itself: “I think this is a big step,” Soll tells Shots. He notes there are many other techniques for producing novel proteins using synthetic biology — some quite advanced, and “they should not be forgotten.”In fact, people have been creating other sorts of synthetic DNA for several decades. For example, some labs have changed the way bacteria read certain letters of the DNA code, so they can incorporate novel amino acids. Romesberg uses parts of this system in his own but says it isn’t nearly as flexible. His, in principle, can incorporate 152 novel amino acids into the same protein.Steven Benner, director of the Foundation for Applied Molecular Evolution in Florida, pioneered efforts to add new letters to the genetic code.“This is all over the place in diagnostics and medicine and materials, so if you have, for example, HIV, it’s quite likely that your viral load is measured using synthetic DNA with extra letters, that we invented,” Benner says.There, the DNA containing new letters is built right into a diagnostic system, but it’s not used in a living organism to produce novel proteins. That’s the step forward reported in the latest study.Benner, who is developing his own version of this technology, is dismissive of his rival’s latest paper. He takes issue not with the results themselves but with how the paper describes the underlying chemistry. Kolkata: The security guard of state Transport and Environment minister Suvendu Adhikari tried to commit suicide, by shooting himself with his service revolver on Saturday morning.Subhabrata Chakraborty, who is the minister’s pilot car security guard, lived along with other policemen at the police barrack at Contai in East Midnapore.According to police sources, the sound of a gunshot was heard from Chakraborty’s room at around 9.30 am. The other policemen in the barrack found him lying in a pool of blood and rushed him to Kanthi Mahakuma Hospital. The service revolver was recovered right beside him. Senior police officials of the district and the inspector in charge of Contai police station, reached the spot immediately after receiving the news. Okryu (pronounced ong-yu) is managed by the General Bureau of Public Service, a government organization that oversees shops, restaurants and producers of consumer goods. Bureau official Jong Sol Hwa recently confirmed the online shopping site, announced with much pride by state media last month, is up and running.It’s impossible to say how popular the new site is or if the average North Korean shopper is even aware of it. By Stelios OrphanidesFitch Ratings said that the sale of the Co-op’s operations to Hellenic Bank and the related increase in government debt will not alter the public debt’s reduction over the medium term from this year.The issue of €3.2bn in government bonds on Friday in favour of the bailed-out lender against an equal amount in government deposits, will result to an increase in the public debt by 16 per cent of gross domestic product (GDP), Fitch said in a statement on its website on Wednesday.The issue of the bonds was part of the agreement signed by Hellenic Bank and the state-owned lender which provides for the transfer of the healthy operations of the bailed-out Co-op, which will increase Hellenic’s balance sheet by €10.3bn.The maximum potential losses covered by the asset protection scheme issued by the government in favour of Hellenic as part of the agreement, “are estimated €155m over 12 years,” Fitch said. “The Ministry of Finance believes these costs, if realised, would be met by a guarantee fee paid by Hellenic Bank to the government, and by income generated by the residual entity”.Cyprus saw its public debt fall to 97.5 per cent of economic output in 2017 from 106.6 per cent the year before, after peaking at 107.5 per cent in both 2014 and 2015. Fitch upgraded Cyprus’s sovereign credit rating in April to BB+ and placed it on positive outlook which is still one notch into the speculative area. The residual entity of the Co-op which will remain under government ownership consists mainly of €7bn in loans, the vast majority of which are non-performing.
