“If we were able to put an end to an armed conflict in Colombia that has left hundreds of thousands dead and millions of victims and displaced persons, there is hope for other ongoing conflicts in the world,” stated Mr. Santos Calderón in his address to delegations attending the Assembly’s annual general debate. Colombia had succeeded thanks to political will and an awareness that peace is a necessary condition for both progress and happiness. Paying tribute to the United Nations, he said a special mission had been established by the Security Council to verify and monitor the disarmament of FARC, as well as the ceasefire between the guerrillas and the Government. More than 900,000 weapons had been destroyed and members of the former guerrilla groups had created a political movement to defend their ideas in a democratic manner. “This is what a peace process is all about,” he exclaimed, “replacing bullets for votes and ending the use of weapons as a means for political pressure,” sand Mr. Santos Calderón, explaining that in the coming days, another mission recently authorized by the Security Council would be established to reintegrate guerrillas into civil life, he said, and ensure security to both the former combatants and communities that had suffered from armed conflict. Turning to wider issues, he said expressed concern at the situation in Venezuela and the gradual dismantling of its democracy. He called upon the Secretary General and the international community to support the Venezuelan people. Turning to terrorism, he said it should be tackled with every means possible – military, political, intelligence and international cooperation – while its roots of fear, exclusion and hate must be replaced with love, compassion and respect for difference. More broadly, the war on drugs had not yet been won and new strategies were needed, he said, pressing States to include human rights in their policies against drugs. Colombia’s vulnerability to climate change had paved the way for achieving the Sustainable Development Goals (SDGs).

The People’s Progressive Party (PPP) is warning the government against any attempts to subvert constitutionally mandated commissions, in the wake of the alleged dispatch of a letter by President David Granger to the Police Service Commission (PSC), directing them on promotions.According to the party in a press release on Tuesday, the situation was drawn to the attention of the Leader of the Opposition, Bharrat Jagdeo, that a letter was dispatched to the commission. The letter allegedly instructed the commission not to proceed with any promotion in the Guyana Police Force until further directed by the President.President David Granger“This is yet another vulgar and authoritarian attempt by the President to trample upon the independence and functional autonomy of a Constitutional Agency,” the PPP stated. “The President and his Government continue, on a daily basis, to violate the rule of law, assault important democratic institutions and breach, in the most egregious fashion, the Constitution.”It pointed out that Article 226(1) of the Constitution states: “In the exercise of its functions under the Constitution a Commission shall not be subject to the direction or control of any other person or authority”.According to the party, the Police Service Commission is one of the Commissions to which Article 226 (1) makes reference. The party noted that by these directions, “it is clear that President Granger demonstrates absolute disrespect and disregard for the letter and spirit of the Constitution and therefore, continues to contravene its provisions with impunity.”The party went on to urge the Police Service Commission not to succumb to these unconstitutional and unlawful directives but to continue to discharge its mandate in the manner provided for by the Constitution.While the Police Commissioner has power over ranks below the rank of Inspector, the Police Service Commission, according to the chapter 212 (1) of the constitution, has the power to make appointments to any officers in the Police Force at the rank of or above the rank of Inspector.It also has the power to exercise disciplinary control over persons holding or acting in such offices. FECCA now believes that – combined with the votes of Labor Senators and Australian Greens Senators – there are sufficient Cross-bench Senators prepared to vote against this legislation,” Ms Patetsos said.The Federation maintains that the Parliament should consider that the inherent risks, while mitigated by the Opposition amendments, continue to impose a burden on vulnerable people. read more

“I’m yelling at him pretty much the whole time, telling him to pull over,” said the victim.The woman said the teen was behind the wheel, running stop signs and red lights with a gun by his sideAbout 10 minutes into the 911 call, deputies spotted the vehicle and gave chase — capturing it all on dashcam video.Within minutes, a Lake City Sergeant performed a pit maneuver, causing the carjacker to spin out.Deputies surrounded the vehicle with guns drawn and yanked the 13-year-old suspect out of the car and onto the ground.The woman was shaken up, but not hurt. “I feel bad for him but, he needs to get what he deserves for this,” said the victim, “because he could’ve killed me and him and somebody else.”The 13-year-old has since been charged as an adult and is facing a number of felonies. LAKE CITY, Fla. (WSVN) – A teenage boy is facing charges after carjacking an elderly woman and holding her hostage inside her own vehicle.Authorities in Lake City said they received a frantic 911 call from a 67-year-old woman, who was in the back of her car, pleading for her life.According to officials, the carjacker, who is only 13 years old, could be heard in the background, screaming, “I’m about to shoot her,” while speeding through the North Florida town.The victim, too scared to show her face on camera, said she had just pulled into her garage when the boy came up to her and asked for a ride. She then said he pulled out a gun when she refused.Detectives later determined the gun the boy was holding was a pellet gun.“He says I’m sorry. I said ‘You’re sorry? You’re sorry about what?’” said the victim, “and he said ‘Give me your keys,’ and he pulled a gun out from behind him.”The woman did not back down, hopping in her car with the teen as he tried to get away. Levoff, who was Apple’s senior director of corporate law and corporate secretary until September, “exploited his positions as a senior attorney and a member Apple’s Disclosure Committee to unlawfully trade Apple securities ahead of Apple quarterly earnings announcements,” according to a lawsuit filed Wednesday. The suit, which was filed in the US District Court of New Jersey, alleges that Levoff traded on insider information three times in 2015 and 2016, profiting and avoiding losses of around $382,000. The complaint also says Levoff had been involved in insider trading at least three more times in 2011 and 2012, making around $245,000 in profit. Levoff had been tasked with helping to ensure employees followed Apple’s insider trading policies, according to the suit.”Levoff’s alleged exploitation of his access to Apple’s financial information was particularly egregious given his responsibility for implementing the company’s insider trading compliance policy,” Antonia Chion, associate director of the SEC’s Division of Enforcement, said in a statement. Levoff allegedly had access to earnings results and information on iPhone sales that weren’t yet public. Additionally, Levoff sent emails notifying employees about a blackout period in which they were prohibited from trading Apple securities, immediately before his insider trading in 2011, the suit says. The US Department of Justice also said Wednesday that it had charged Levoff with one count of securities fraud. Levoff is scheduled to appear in court Feb. 20. “Gene Levoff was a highly respected senior Apple executive for many years, and was never accused of wrongdoing of any kind,” Levoff’s attorney Kevin Marino said. “We are reviewing the civil and criminal allegations against him, and look forward to defending him in both matters.”Apple didn’t immediately respond to a request for comment.
